The Institute of Russian Studies at Hankuk University of Foreign Studies was established as the Institute of the Soviet Union and East European Issues on January 13, 1972 in Seoul. In those days, the international community was dominated by cold war ideology, which made any communication or exchange between the Republic of Korea and the Communist bloc virtually impossible. The IRS was the first research center that began collecting and examining periodicals from the Soviet Union, North Korea, and other socialist states. Being the only Soviet Union and East European Issues research institute in Korea, the IRS was able to obtain an unrivaled position in this field. In a country where little research was being conducted on socialism, the IRS exerted a strong influence on the direction of these studies, leading the discourse on communism. From the early 1990s the IRS began to narrow its research subjects to Russia and the CIS region. Concentrated studies on the economies, politics, societies and cultures of the CIS region and Russia became the focus of the Institute. In 1993, the Institute officially changed its name to the Institute of Russian Studies, and in July of 1999, due to space constraints, the IRS relocated to Hankuk University’s Global Campus in Yongin.

The IRS regularly invites distinguished scholars from Russia and other parts of the world to give special talks.
Invited speakers come from diverse academic fields, including politics, economics, and literature.

Professor Wooik Choi, a professor at the institute and director of the Polar Research Center, received an order for the ‘Establishment and Utilization of Korean Arctic Information Map Interface (3rd Year)’ project from the Polar Research Institute under the Korea Institute of Ocean Science and Technology in October 2023. The purpose of this project is to establish an integrated Arctic information system to continuously monitor and analyze changes in the Arctic environment and ecosystem due to global climate change and overall changes in economic and social conditions resulting from this. This project is a project to 'build a Korean-style Arctic information map to visualize and provide population, industry, and economic information for each Arctic region' as part of the 'Expansion of functions to strengthen industry-academia-research capabilities' within the 1st Polar Activity Promotion Basic Plan of the Ministry of Oceans and Fisheries (2022). Professor Wooik Choi has also received an order for the ‘second year’ project of this project in 2022. Pyo Sang-yong, director of the Russian Institute, said, “It is an important responsibility of today’s university research institutes for the Polar Research Center, which was opened for the purpose of strengthening Arctic research among the Russian research institute’s research in the Russian region, to continue to carry out practical and convergent research in line with national policy. “With winning this project, our lab will actively participate in not only theoretical and academic research, but also projects in related fields from a practical perspective,” he emphasized.
