Lectures by Foreign Scholars

The Institute of Russian Studies at Hankuk University of Foreign Studies was established as the Institute of the Soviet Union and East European Issues on January 13, 1972 in Seoul. In those days, the international community was dominated by cold war ideology, which made any communication or exchange between the Republic of Korea and the Communist bloc virtually impossible. The IRS was the first research center that began collecting and examining periodicals from the Soviet Union, North Korea, and other socialist states. Being the only Soviet Union and East European Issues research institute in Korea, the IRS was able to obtain an unrivaled position in this field. In a country where little research was being conducted on socialism, the IRS exerted a strong influence on the direction of these studies, leading the discourse on communism. From the early 1990s the IRS began to narrow its research subjects to Russia and the CIS region. Concentrated studies on the economies, politics, societies and cultures of the CIS region and Russia became the focus of the Institute. In 1993, the Institute officially changed its name to the Institute of Russian Studies, and in July of 1999, due to space constraints, the IRS relocated to Hankuk University’s Global Campus in Yongin.

The IRS regularly invites distinguished scholars from Russia and other parts of the world to give special talks.
Invited speakers come from diverse academic fields, including politics, economics, and literature.

The Institute of Russian Studies held an invited lecture with Kim Seok-hwan, a visiting professor at the Graduate School of International and Area Studies at Hankuk University of Foreign Studies, in room 113 of the International Hall on the Seoul Campus from 17:00 to 19:00 on Wednesday, November 1, 2023. At this event, which was planned as part of the Humanities Korea (HK+ II) Regional Humanities Center project, Professor Seok-Hwan Kim gave a lecture on the topic “Russia, Korea, and the world: perspectives from inside and outside: understanding through images and reality.” Under the main theme of “Russia, Korea, and the World: Perspectives from Inside and Outside,” Professor Kim Seok-hwan explained various political and economic behaviors occurring in the international community, including Russia, through a specific comparison of image and reality.

In his lecture, Professor Seok-Hwan Kim first mentioned that there are various unconfirmed analyzes abounding about Russia's intentions and future course after the Ukraine War. This confusion ultimately arises from the national character of the country called Russia, its relations with its people, its historical trajectory, the behavior of the elites in this process, their perception of the world and surroundings, their understanding of the worldview, the Russian leaders' perception of the situation, and the process of emergence of policies based on it. He emphasized that it requires a comprehensive understanding of the following. He also said that although the perception of all countries can be said to be the same, the perception of Russia must start from understanding the gap between the Russia as perceived by Russians and the Russia as understood by outsiders.

 

In addition, Professor Kim Seok-hwan said that Russia basically has three images: first, a hegemony (mainly formed during the Cold War, the image of the Soviet Union still remains), second, a resource-rich country (era of high oil prices, early and mid-2000s), and third, an emerging country. countries (BRICS countries, since the 2000s), etc. This image can be expressed in other ways as well. First, strong country: image reflected in diplomacy and security; second, big country: resource-rich country, territorial image; third, innovation country: science and technology and Cultural image, fourth, vulnerable country: Emphasizing socioeconomic images such as corruption, human rights, population, and economic structure, he explained that comparative and analytical explanations and questions about each image are necessary to properly understand the above images.
